Vienna Police Highlights Oct. 25 – 31, 2019

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from Oct. 25 - 31, 2019. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

Some reports may be outside the date parameters due to extended investigations or other circumstances. Some cases are not included at all due to ongoing investigations. INCIDENTS Grand Larceny 19-010828 300 Block Plum Street, SW Between Sept. 2 at 12:01 a.m. and Sept. 3 at 12:01 a.m. A resident reported a piece of jewelry missing from her home.

Animal Case – Quarantine 19-010985 133 Block Courthouse Road, SW Oct. 12 12:00 p.m. On Oct. 25, ACO Barker received a report from the Health Department regarding a cat bite. The cat’s owner and another person were trying to catch the cat when it bit the person. The report was received after the quarantine period had expired. After speaking to the owner of the cat, it was determined that the cat showed no sign of being sick and no further action was needed.

Fraud 19-011062 Bank of America 235 Maple Avenue, West Oct. 18 between 11:37 a.m. and 12:37 p.m. A resident reported that an unknown person attempted to cash a fraudulent check on her account.

Petit Larceny 19-010826 200 Block Cedar Lane, SE Between Oct. 19 at 9:00 p.m. and Oct. 20 at 12:45 p.m. A resident reported that an unknown person stole the license plate from the rear of his vehicle and vandalized the vehicle.

Domestic Assault 19-011042 Mountfort Court, SW Between Oct. 21 at 6 p.m. and Oct. 27 at 3:44 p.m. A resident reported on-going domestic issues with her husband who has become increasingly angry and aggressive towards her and their son, resulting in incidents of physical assault.

Juvenile Case 19-010908 100 Block Kingsley Road, SW Oct. 23 7:57 a.m A resident reported that her 16-year-old daughter was refusing to get into the vehicle to be driven to school.

Assault 19-010940 Cedar Lane School 101 Cedar Lane, SW Oct. 24 11:45 a.m. School administration reported that two students became involved in an altercation when one student pulled out a knife and threatened the other student. The student and his father did not wish to pursue criminal charges for the assault. The school administration will handle the incident.

Juvenile Case 19-010942 Walgreen’s 225 Maple Avenue, East Oct. 24 1 p.m. A 16-year-old juvenile, who was reported as missing to the Fairfax County Police, was located hiding in the bathroom of the store. The juvenile was transported to an area medical facility for evaluation.

Telephone Case 19-010988 Aldeerah Restaurant 262 Cedar Lane, SE Between Oct. 24 at 6:17 p.m. and Oct. 25 at 2:34 p.m. An employee reported that an unknown person was making harassing phone calls to the restaurant.

Animal Complaint 19-10971 Marshall Road Elementary School 730 Marshall Road, SW Oct. 25, 9 a.m. A resident reported an injured raccoon that appeared to have been struck by a vehicle and was in grave condition. ACO Barker euthanized the animal and transported it to the Fairfax County Animal Shelter.

Telephone Case 19-10990 700 Block Meadow Lane, SW Oct. 25 3:15 p.m. A resident reported that she was receiving harassing communication from a person through a Facebook application.

Natural Death 19-010998 300 Block Center Street, North Oct. 25 6:08 p.m. Officers responded with rescue personnel for the report of a resident who was unresponsive. Rescue personnel determined the man, who suffered from medical conditions, was deceased.

Animal Case – Quarantine 19-011001 100 Block Oakmont Court, NE Oct. 25 8:38 p.m. A resident reported that he was walking his two dogs when two other dogs that were running at large approached them. One of the stray dogs bit one of his dogs. Officers were able to catch the two dogs and notified the owner. The owner, who resides in Fairfax County, was unaware his dogs had escaped their backyard. The owner was advised of the 10-day quarantine.

Assault 19-011017 Tapawingo Road, SW and Cottage Street, SW Oct. 26 5:27 p.m. A resident called the police when she observed a struggle between the driver of a vehicle and another man. The resident then observed the driver pull the man into the vehicle and drive away. While officers were investigating the incident, they were approached by the man who advised he and his friend, the driver, were in a dispute. During the dispute his friend wanted him to get back into the vehicle and the dispute became physical. The friend drove a few blocks before dropping the man off. The man did not wish to pursue charges or make a complaint about the incident.

Police Service 19-011037 100 Block Locust Street, SW Oct. 27 1:41 p.m. A resident turned in marijuana smoking and vaping devices for destruction.

Juvenile Case 19-011040 400 Block Maple Avenue, East Oct. 27 3:28 p.m. A juvenile contacted the police from Zoe’s Kitchen, 418 Maple Avenue, East. When officers arrived, they observed the juvenile walking from the restaurant to 7-11 and then to Wendy’s. While officers were out with the juvenile, they were informed that the Fairfax County Police were with the parents taking a missing person report on her. An officer with Fairfax County and the juvenile’s father responded and the father took custody of the juvenile.

Vandalism 19-011067 200 Block Mill Street, NE Between Oct. 27 at 4 p.m. and Oct. 28 at 9 a.m. A resident reported that an unknown person vandalized his vehicle while it was parked in the alley behind the 200 block of Mill Street, NE.

Petit Larceny 19-011043 Water’s Field 130 Cherry Street, SE Oct. 27 5:58 p.m. A juvenile was at the field when another boy grabbed his headphones and left the area on a bicycle. The boy threw the headphones on the ground when the juvenile began to chase after him. Officers spoke to both juveniles and found the incident is a result of an ongoing dispute between the two boys. The juvenile and his parent did not wish to pursue charges.

Destruction of Property 19-011053 Ristorante Bonaroti 428 Maple Ave., East Oct. 27 11:56 p.m. An employee reported that a customer was sitting outside of the restaurant when he became irate and threw a martini glass. The glass cracked an exterior window of the restaurant. When employees began to call the police, the customer became more upset, making vague threats regarding the police. The man then left the area before officers arrived.

Welfare Check 19-011072 400 Block Center Street, North Oct. 28 2 p.m. A resident requested a welfare check on his wife. Officers spoke to the woman and found that no assistance was needed.

Open Door 19-011076 1200 Cottage Street, SW Oct. 28 5:15 p.m. Officers responded to the report of an open door at a residence. The home was searched and nothing appeared to have been disturbed. The homeowner was notified.

Suspicious Event 19-011077 Cedar Lane School 101 Cedar Lane, SW Oct. 28 5:40 p.m. A resident reported that he had a verbal dispute with a relative. The relative told the resident to meet him at the school to fight. When the resident advised that he would be calling the police, the relative did not show up.

Suspicious Event 19-011100 Cedar Lane School 101 Cedar Lane, SW Oct. 29 12:29 p.m. Officers investigated the report of a juvenile sending a possibly compromising photo to an adult student. The officers determined the communication happened during the summer, in another jurisdiction, and there was no evidence that the photo was compromising.

Domestic Dispute 19-011120 Mountfort Court, SW Oct. 29 9:08 p.m. A resident reported that an argument between her juvenile son and her husband began to escalate when her husband became physically aggressive with her and her son. The resident left the home with her son. On Oct. 30, the resident returned to the home for some property when her husband made statements that were threatening towards her. The resident responded to the Fairfax County Magistrate’s office and obtained a protective order against her husband. Officers served the protective on the man.

CRASHES 100 Block Maple Avenue, West 19-010910 Oct. 23, 9:21 a.m. Three vehicles were traveling eastbound on Maple Avenue in the right lane. Vehicle-1 ran into the rear of Vehicle-2, Vehicle-2 was pushed into the rear of Vehicle-3

Driver-1 was issued a summons charging Failure to Pay Full Time and Attention.

Branch Road near Echols Street, SE 19-01920 Oct. 23, 6:29 p.m. Vehicle-2 (a Vienna Police cruiser) was parked with its emergency lights activated, blocking the roadway during the Halloween Parade. Orange and white plastic barricades were also being used to block the roadway. Vehicle-1 was pulling a trailer and was allowed to pass through the barricade. As the driver proceeded north on Branch Road the trailer struck the barricade and began dragging it. The barricade then struck the rear of Vehicle-2.

Maple Avenue and Follin Lane, SE 19-010979 Oct. 25, 10:37 a.m. The drivers of two vehicles were traveling westbound on Maple Avenue in adjacent lanes. The two drivers advised the other driver was changing lanes when they collided.

500 Maple Avenue, West 19-010982 Oct. 25 12:08 p.m. Vehicle-1 was in the left turn lane on westbound Maple Avenue. Vehicle-2 was traveling eastbound on Maple Avenue. Vehicle-1 pull out into the lane as Vehicle-2 was passing and the vehicles collided causing minor damage.

Follin Lane and Hine Street, SE 19-010983 Oct. 25, 12:12 p.m. Vehicle-2 was traveling northbound on Follin Lane, approaching Hine Street. Vehicle-1 traveling westbound on Hine Street. Driver-1 stopped for the stop sign. Driver-1 thought the intersection was a four- way stop and proceeded, striking Vehicle-2

Driver-1 was issued a summons charging Failure to Yield Right of Way.

Nutley Street near Roland Street, SW 19-010992 Oct. 25, 4:05 p.m. Two vehicles were traveling northbound on Nutley Street, NW in the same lane of traffic. Vehicle-1 ran into the rear of Vehicle-2 causing minimal damage to both vehicles.

115 Beulah Road, NE 19-010993 Oct. 25, 4:30 p.m. Vehicle-2 was legally parked in the parking lot when it was struck by Vehicle-1 (an unknown vehicle). Driver-1 fled the scene without leaving their information.

Nutley Street and Kingsley Road, SW 19-011000 Oct. 25, 7:27 p.m. Vehicle-1 was traveling northbound on Nutley Street in the left lane. Vehicle-2 was traveling northbound on Nutley Street in the right lane. A police cruiser was parked on the roadway with its emergency lights activated, blocking the left northbound lane due to another accident. Driver-1 attempted to speed up and change lanes in front of Vehicle-2 when the two vehicles collided.

Driver-1 was issued a summons charging Unsafe Lane Change.

Nutley Street and Kingsley Road, SW 19-011013 Oct. 26, 1:05 p.m. Vehicle-2 was traveling northbound on Nutley Street, approaching the intersection with Kingsley Road. Vehicle-1 was traveling westbound on Kingsley Road, stopped at the stop sign at Nutley Street. Driver-1 attempted to make a left turn when he struck Vehicle-2.

Driver-1 was issued a summons charging Failure to Yield Right of Way.

Tapawingo Road and Glyndon Street, SE 19-011079 Oct. 28, 6:56 p.m. Vehicle-2 was traveling eastbound on Tapawingo Road approaching the intersection with Glyndon Street. Vehicle-1 (a bicycle being improperly operated at night without lights) was traveling westbound on Tapawingo Road approaching the same intersection. Driver-2 attempted to turn left onto northbound Glyndon Street. Driver-1 went straight through the intersection without stopping and struck Vehicle-2.

Driver-2 was examined for injuries by rescue personnel but was not transported for further treatment.

600 Block Kingsley Road, SW Oct. 28 12:00 a.m. Vehicle-2 was legally parked on the roadway when it was struck by Vehicle-1 (an unknown vehicle). Driver-1 left the scene without providing their information.

800 Block Maple Avenue, East 19-011091 Oct. 29 9:05 a.m. Vehicle-2 was stopped in traffic, westbound on Maple Avenue. Driver-1 was exiting the parking lot of 800 Maple Avenue, East when he struck Vehicle-2.

East Street near Ayr Hill Avenue, NE 19-011112 Oct. 29 1:00 p.m. Vehicle-2 was legally parked on East Street, NE. Vehicle-1 (an unknown vehicle) struck Vehicle-2. Driver-1 fled the scene without providing their information.

200 Block Park Street, SE 19-011165 Oct. 31 3:40 p.m. Three vehicles were traveling southbound on Park Street, SE. Vehicle-3 indicated a left turn and stopped in the traffic lane to allow oncoming traffic to pass. Vehicle-2 came to a stop behind Vehicle-3. Vehicle- 1 did not stop, striking Vehicle-2 and pushing it into Vehicle-3.

Driver-1 was issued a summons charging Following Too Close. Driver-2 was treated by rescue personnel for injury but refused transport.
